WICEN Vic: New: State Emergency Management Plan

As of yesterday 30 September, the new State Emergency Management Plan 
(SEMP) has come into force.

It replaces the following sections of the Emergency Management Manual 
Victoria (EMMV):

  * Part 3: State Emergency Response Plan
  * Part 4: State Emergency Relief and Recovery Plan
  * Part 7: Emergency Management Agency Roles
  * Part 8: Appendices and Glossary

The SEMP is the highest-level plan in a hierarchy consisting of the 
SEMP, the Regional Emergency Management Plans (REMPs) and the Municipal 
Emergency Management Plans (MEMPs).   At each lower level, the plans are 
more detailed and more specific to the Region or Municipality involved.

It is well worth having a look through the SEMP to see how the various 
levels of planning work together, and also the different arrangements 
for Class 1, Class 2 and Class 3 emergencies, which each involve a 
different level of response from local, regional or State level.  I 
think the SEMP is much clearer than the old EMMV about "how it all works".

WICEN is mentioned much more than in the old EMMV, including a full page 
entry on page 283.   Note that there are several mentions of WICEN 
working with Dept of Jobs, Precincts and Regions (DJPR).  These should 
instead refer to Dept of Justice and Community Safety (DJCS).  EMV are 
aware of these errors which should be rectified in the next edition.
