WICEN Vic: Weekly Wicen Report

Hi Mark & Peter

I was struggling to hear anybody, even Peter who is (figuratively) not 
far over the back fence.  Usually you, Peter & Paul DPW are about S9+20, 
but not that night!  No NVIS propagation to speak of.

I was running legal power + fairly heavy processing which I know gives 
me an extra S point (6 dB extra "loudness").  Propagation was just about 
as poor as it gets.  But the local noise level wasn't too bad, the worst 
noise was the usual OTH radar.
