The email advised that for Wicen the activation was concluded and 
thanked all the operators for their assistance.

VK3BAF advised that Alexandra ICC had closed today despite a 
last minute accident in the field. He has sundry items from 
Alexandra for return to various people.

No further traffic.

I would like to thank all those people who participated in the HF 
Nets for their co-operation and assistance.

I have received word from Woori Yallock ICC that WICEN will not be 
required there after today. The operators remaining in Alexandra will 
also return home today. As these are the last WICEN operators remaining 
in the field, Monday March 9th will be the last day of WICEN's 
activation that began on Monday February 9th.

I'll be compiling statistics on the work WICEN has done over the 28 days 
of the activation, and we will be in touch with all the non-WICEN 
amateurs who offered their services. We will also advise on the date(s) 
and location(s) of debriefing sessions.

All that remains for this final activation update is to thank everyone 
who has assisted or offered to assist, and congratulate you all on the 
way you worked together, and with the other agencies to provide the best 
possible service.

An email from YZP (in his role as R4D4 co-ordinator) 
which  has been circulated was broadcast. The email gave details 
of the closure of the Alex. ICC and MECC, and thanked operators 
for their assistance during the emergency.

It is intended to maintain the twice daily net until the last operator 
has returned home ,consequently the last net will probably be held 
at 2130 on Monday 9/3/09. Thereafter the net will revert to the 
normal weekly format.

JM advised that the Alex. MECC would close in the afternoon of

There was a  short discussion between stations regarding the earth 
tremor which occurred at approx. 2054 hrs  6/3/09

I'm a bit concerned that I am yet to have anyone volunteer for the 0800 
to 1800 day shifts at Woori Yallock ICC from tomorrow until Friday March 
13th. We're nearly at the end of this activation, and it would be a pity 
to falter now.

The roster at Woori Yallock is filled until Tuesday morning, but I also 
need two operators to travel up there on Tuesday for the rest of the week.

At 0815 this morning, the Kangaroo Ground ICC closed leaving Woori 
Yallock as the only remaining outer metro ICC. I have just been advised 
that Woori Yallock will continue to require a single operator for 0800 
to 1800 day shifts until Friday March 13. An operator has been scheduled 
for tomorrow's shift, but I need volunteers for shifts from Saturday 
March 7th. If you are available for one or more shift, please contact me.

The Alexandra ICC is also still operational, and I will need to relieve 
two of the three operators still there on Tuesday March 10th. Again, if 
you are available for a stint in Alexandra, please contact me.

Following an announcement that the session was being ported to

XMU:  With the rainfall there will be a slow wind down of the 
emergency commitments. Alex. is reducing to three rather than five 
operators, Wesburn flight following is closed.

EYJ: Alex MECC will operate 0800 2200. Rainfall 20mm at Alex., 
25mm on Fireground, 60mm at Marysville.

VK4MDX: commented that EYJ could be heard 5/9 at Townsville.

VK5FRAQ: having been on duty at Healesville sought information 
regarding likelihood of further activation at Healesville. General 
comment that duties were being reduced and further activity at 
Healesville may not occur, however he should consult with his 
organization.

As expected, operations are being would back after the rain last night;

The Wesburn Airbase will close at the end of operations today.

Woori Yallock ICC is down to one day shift operator, and night shift has 
been cancelled.

Kangaroo Ground ICC are likewise operating with one operator during the day, 
and no night shift.

Our commitment in Alexandra is being scaled back to a team of three 
instead of five.

All operators rostered for shifts that have been cancelled have been 
contacted.

WICEN has not yet been stood down however, so we will be requiring 
relief for the remaining operators in a few days. So please use this 
time to catch up on things, and we will call for relief when we know 
which ICCs will close, and which continue to operate.

Well, the late change we were all fearing last night appears to have 
been a blessing.

There are reports of worthwhile rain from the major fires, and I have 
been warned that WICEN's commitment may be reduced.  I will be in touch 
with any operators who have been scheduled for shifts if their shifts

I'm expecting to get more news of  how our involvement may change during 
the day, and will issue another update when I know more.

The net was advised that because of a power outage Echolink 
would not be available.

BAF: (with KMG) on road after departing Kinglake. Busy day and 
raining before departure.

XMU: requires a further operator for Kinglake. IFM offered to fill the 
position. Phone call from YZP  (at Alex.) all quiet and proceeding 
smoothly.

UV advised that GPT had called and collected the Wicen IC706 
and IC207. Radios.

JED advised that power had been reinstated consequently 
Echolink was operating from about 2140.

CRK called with weather report, several stations subsequently 
reported that the transmission was faulty. May need to be checked.

CMC called out with CFA to Rokewood fire, prompt response has it 
in hand.

Well, the pieces are set for what is forecast to be a bad fire day. I've 
confirmed that all our operators are in place. Now we have to wait and 
see what the weather brings us.

At 2115 Last night I was contacted by DSE Resources in Melbourne and 
asked to provide two operators for the Kinglake staging area to start at 
0800 this morning. I was able to find two operators able to go at short 
notice by utilising the daily 2130 HF Net on 3.6 MHz.

This follows the deployment of an operator to the Wesburn Airbase to 
perform Flight Following duties yesterday. Operators for this deployment 
were arranged via the 2130 HF net on Sunday night. Also despite the 
short notice given.

It seems a pattern is being established: Resource requests for radio 
operators are being generated at the end of the day shift and getting to 
us via Resources the evening before operators for new tasks are 
required. With this in mind, it would be very beneficial if operators 
could check in or at least listen to the 2130 HF net each evening in 
case a new task has been allocated to WICEN that they could assist with.

The other news is that last night we got the go-ahead to pay travel 
allowances to operators driving from interstate to assist us in 
Alexandra. Hopefully this will allow us to staff the Alexandra 
operations largely with interstate operators. Victorian operators can 
then be used to fill shifts at the outer metro locations.

We have had some unofficial help from interstate already at Alexandra; 
Two ACT operators are nearing the end of their deployment, a NSW 
operator arrived yesterday, and another is scheduled to arrive today.

Today would be a good day to monitor the HF Net frequency, 3.6 MHz 
during the day as well as at the 1000 and 2130 net times. Amateurs in 
threatened areas may well feel the need for some contact.

statewide warning for heavy winds some thunderstorm activity, but 
little rain.

I forgot to include a paragraph about travel claims in the last update.

A reminder that as well as the actual distances travelled we need to 
know the engine capacity and fuel of the vehicle(s) operators drive to 
deployments.

Those who have filled in 'Time sheets' including distances travelled 
need to make sure any claims are consistent with those sheets.

When sending me your travel claims, please make the subject of the email 
'Travel Claim'. I am processing a huge amount of email for this 
activation, and being able select the claims by subject will help me 
avoid missing any. Those who have already emailed me claims could assist 
me greatly by resending them with 'Travel Claim' in the subject.

We're now into our fourth week of this activation, and I know people are 
starting to find it difficult to get away from their work commitments, 
however its very inefficient for me to ring around people to try and 
fill shifts. Please, if you can make yourself available for a shift I 
publicise as needing filling, call me on 0409 214 834.

The Airbase deployment at Wesburn is indeed a Flight Following role, and 
we have been able to schedule operators until Friday which is all we 
have been asked to provide at present.

The Alexandra roster is going well with some assistance from NSW and ACT 
operators.

I do need some more operators for the ICCs at Kangaroo Ground and Woori 
Yallock however:-

At Woori Yallock I have night shifts from Wednesday that need covering.

At Kangaroo Ground, I have day shifts from Thursday, and night shifts 
from Tuesday requiring operators.

Subject: WICEN Vic: Activation Update

Last night WICEN was asked to send an operator to Wesburn. This is an 
Airbase deployment, a role I don't think WICEN have filled since the 
2003 Fires. We have sent an operator to Wesburn, and have some relief 
available.

The exact functions at Wesburn are yet to be confirmed, but I expect 
that "Flight Following" will be required. This is a way of keeping track 
of the status and location of aircraft using the SMR network. Because 
this function takes some getting used to, I'd like to try and schedule 
an operator for several days in a row. It appears shifts will start at 
0800, and based on our 2003 experiences will probably continue until 
dusk. If anyone can give me 3 or 4 days in a row at Wesburn, please 
contact me.

Most of the shifts at the outer metro ICCs are running with one operator 
at present, but will need two operators for both Day and Night shifts 
tomorrow, when 65 to 80 km/h winds are forecast from the north to 
northwest, with a change to a similar strength southwesterly in the late 
afternoon. One of Tuesday's day shift operators is in doubt due to 
illness, and I still require a second night shift operator for both 
ICCs. Please contact me if you are available for either shift tomorrow.

Rostering for Alexandra is complete through to almost the end of the 
week, however I still need operators to register their availability with 
me for the outer metro ICCs.

The Alexandra MECC is now using a dipole for 80m instead of a multi-band 
antenna, and their signal has improved markedly. Scheduled nets continue 
to operate on 3.6 MHz at 1000 and 2130 daily, and a listening watch on 
that frequency is being maintained as much a possible at other times.

XD confirmed that he will be assuming night shift at Woori Yallock.

BTV warned that there are delays because of pipeworks along 
Melba Hwy. Allow double the usual time to travel the road.

YZP sought information from KTS re time sheets DXD was able to 
assist.

JJB  queried if YZP needed anythig to be transported to Alex. A 
further HF rig would be desirable and BAF has unit available. JJB 
to liaise with BAF.

JJB queried with IMF whether the coming Region 4 Wicen meeting 
will be held.  Agreed  NO.

PLEASE NOTE THAT THE USUAL REGION 4 WICEN MEETING, 
SCHEDULED FOR WEDNESDAY 4/3/09  AT EAST RINGWOOD, 
WILL NOT BE HELD BECAUSE OF FIRE COMMITMENTS .

manned for next Tuesday's possible flare up.

XMU advised that it was likely that Belgrave ICC would close ar 
2359 tonight. He also advised that VK2 operators wishing to 
volunteer should contact Mark Cheeseman  VK2XGK who is co-
ordinating VK2 Volunteers

DXD having returned from Alex ICC,reported that the fireground 
was calm.

FKD wishes to have a scheduled contact at 1400 28/2/09. Stations 
will be listening.

KTS read the weather forecast for Tuesday 3/3/09, similar weather  
to 7/2, very high fire danger.

VK2GPH wishes to volunteer and will contact Mark Cheeseman.

YEA relay from FKD volunteers from ACT have arrived and in 
place.

SF relay from DXD at Kangaroo Ground and operational.
VK5FTCT advised that VK5 stations are maintaining a listening 
watch on 3.600MHz.

Propogation from Alex. MECC is very poor. JM advised that the 
Antenna is a "Bushmans" multi band and that this probably 
accounts for poor signal. DPW's dipole is still at previous location, 
perhaps it can be relocated to improve the signal. FKD please 
confer with YZP.

Weekend roster for listening watch on 3.600Mhz, YG Sat 1200-
1800. Sun 1100- 1800, YEA Sat 0800-1200, Sun 0800-1100.

Subject: WICEN Vic: Activation Update

At 2000 last night the CFA issued a "Final Advice" for the Nixon Road 
fire in the Upwey, Tecoma, Belgrave, Belgrave Heights, Belgrave South 
and Lysterfield area. The WICEN operators at the Belgrave ICC were 
subsequently stood down at midnight when that ICC closed.

This means we have some spare operators for the start of the week in 
Melbourne, but I do need to send three operators to Alexandra ready to 
start work on Monday afternoon. Please contact me if you are available 
for Deployment to Alexandra for three or more days.

News from the fires seems good with any new fires yesterday being 
contained quickly, and the old fires continuing to burn within their 
containment lines. We have had reports of fairly quiet shifts at both 
Kangaroo Ground and Woori Yallock.

Thanks to all who have sent items for the jargon glossary. I'll get it 
updated as soon as I can.

The HF net was buy last night with check ins from two field stations, 
some confirmation and refining of deployment instructions, and some 
updates from operators living near the fires. The nets continue to run 
at 1000 and 2130 daily on 3.6 MHz.

I have added the email addresses of all those who have contacted me with 
offers of assistance and support since WICEN was activated on February 
8th to this email list. (If any of you do not wish to receive these 
updates, please contact me.) For their benefit, a recap of the current 
position;

WICEN is maintaining a team of five operators in Alexandra to operate 
DSE/CFA equipment at the Incident Control Centre (ICC) and Amateur 
equipment at the Municipal Emergency Coordination Center (MECC). Shifts 
are round the clock 8 hour shifts at the ICC and 0800 to 1800 at the MECC.

In Melbourne, WICEN is providing operators for the DSE/CFA equipment at 
ICCs at Kangaroo Ground, Woori Yallock and Belgrave. Two day shift and 
two night shift operators are scheduled at each ICC. Shifts in Melbourne 
run from 0700 to 1900 and 1900 to 0700 to match the firefighters' shifts.

An HF net on 3.6 MHz is operating at 1000 and 2130 daily for WICEN 
support and coordination, and the frequency is being monitored as much 
as possible at other times. The scheduled nets are being made available 
for listening only via the VKEMCOMM Echolink conference.

We do not currently have authorisation to incur interstate travel costs, 
however some operators have offered to travel interstate at their own 
expense to assist. We greatly appreciate this, but please talk to us 
before travelling so we can try to ascertain whether you are suitable 
for deployment.

So much for the big picture.

Today we have the ICCs fully staffed for the expected bad fire weather. 
The Melbourne forecast is "Partly cloudy. Areas of smoke haze. Northeast 
to northwesterly winds averaging up to 35 km/h shifting cooler gusty 
southwesterly 25 to 40 km/h by early evening. Isolated showers in the 
evening. Max temp 36 degrees."
We have had a report from Woori Yallock ICC that they are expecting the 
change between 2100 and 2300.

Two ACT operators are travelling down to join the team in Alexandra 
today. We welcome them, and thank them for their assistance.

Rosters are filled through to Sunday Night, but we need operators to go 
to Alexandra for 3 to 5 days on Sunday and Monday. We also need Day and 
Night shift operators for the Melbourne ICCs from Monday on.

Please note however that ICC deployment is not for every Amateur 
Operator! The ICCs can be extremely noisy, busy environments where 
multiple radios are going simultaneously. Headphones are not an option 
as the DSE/CFA Controllers want to be able to listen in if they feel the 
need. Despite all this, accurate message handling and concise voice 
procedure are absolutely required!

To assist operators get up to speed with CFA/DSE firefighting jargon we 
a compiling a glossary of terms. This is now available online at:

Upwey has been blacked out.

We have had a good response to the call for operators for the outer 
metro ICCs, but we still have a few shifts left. Please contact me if 
you are available for night shifts over the coming weekend. Also I still 
have both day and night shifts early next week that need covering.

Alexandra still requires five operators for manning the ICC and MECC. 
I'm hoping to use non-metro operators for Alexandra to allow the metro 
people to cover Kangaroo Ground, Woori Yallock and Belgrave without the 
need for accommodation.

We're in the process of putting together a glossary of fires jargon. It 
should be ready later today. Send me the meaning of any terms you've 
picked up and I'll add them.

I haven't heard how the SMR familiarisation went last night. Perhaps 
someone who attended can email me.

The HF net is still well patronised at both 1000 and 2130 each day on 
3.6 MHz

WICEN Operators are currently operating at the Alexandra, Belgrave, 
Kangaroo Ground ICCs and the Alexandra MECC. Operators for tonight's 
night shifts have been scheduled, however I still need operators for a 
day shift and two night shifts tomorrow.

Please approach your employers about getting some (or 'more' for those 
who have been deployed already) time off over the next few days. Friday 
is going to be a critical day - we'll be needing six day shift and five 
night shift operators for the outer metro ICCs.

Letters can be written to your employers supporting your requests for 
leave, or to verify that leave you have taken was for WICEN Bushfire 
service. Contact me if you need letters written.

I'd encourage anyone intending to volunteer for ICC service to attend 
the SMR radio familiarisation at 7:30 tonight at the EMDRC clubrooms.

WICEN continues supporting repeaters;

WICEN, in conjunction with ARV spent a day last weekend working on the 
Repeaters located on Mt Macedon. The Mt Macedon VK3RMM 70cm FM analogue 
and D-STAR repeaters are now both operating at full power.

This follows the painstaking construction and installation of 
multi-coupling that has restored the power of both repeaters being fed 
into the antenna system. Reports have been received of much improved 
signal strength from both.

The 6m repeater on Mt Gordon near Marysville, VK3RTN is still operating 
on a temporary antenna and RF cabling. A new repeater, antenna and 
cables are being prepared to be installed when the damaged tower is 
repaired or replaced.

During emergencies, WICEN may need to use any repeater, so please leave 
breaks, and keep clear of emergency traffic.

The Alex. MECC is now located at the combined services building.

XMU sought a volunteer to staff Woori Yallock as the second 
operator. No immediate response from the net.

WICEN are now manning the ICCs at Kangaroo Ground, Woori Yallock and 
Belgrave as well as the Alexandra ICC and MECC.

My most immediate concern is to cover tonight's night shifts at the 
three outer metro ICCs. I URGENTLY need an operator to volunteer for the 
7pm to 7am shift tonight at Belgrave.

Reports in so far indicate that traffic at Kangaroo Ground is light at 
present, but I haven't yet heard from Woori Yallock and Belgrave.

We've had a report that some amateurs within the Muskvale fire affected 
area are using the Mt Macedon 2m repeater for an informal mutual support 
network.

Don't forget the SMR radio familiarisation tonight at 7:30 at the EMDRC

As mentioned in an earlier update, today WICEN was asked to provide 
operators for three outer metropolitan Melbourne Incident Control 
Centres (ICCs). WICEN does not have sufficient operators for all the 
shifts we have been asked to fill, and so we are looking for volunteers 
from the wider Amateur Radio community.

HOWEVER, this type of deployment is not for every Amateur Operator! The 
ICCs are extremely noisy, busy environments where multiple radios are 
going simultaneously. Headphones are not an option as the DSE/CFA 
Controllers want to be able to listen in if they feel the need. Despite 
all this, accurate message handling and concise voice procedure are 
absolutely required! Shifts are 12 hours long with shift changes at 7am 
and 7pm.

If you feel you can be an effective operator in the environment 
described, then WICEN has need of you. Please be aware that there will 
be some volunteers who we will not be able to send into an ICC. Indeed 
some WICEN members have made themselves unavailable for ICC deployment 
because they feel they cannot operate there effectively.

Offers of help from interstate have been greatly appreciated, however we 
do not at present have authorisation to fund interstate travel. If you 
are willing to travel to Melbourne at your own expense as some have 
offered, then we could use you. Please talk to us before travelling 
however, so we can try to ascertain whether you are suitable for 
deployment.

Those not familiar with the SMR style radios being used by the CFA and 
DSE can get some familiarisation tomorrow night at 8:00 pm when Paul

The training will be held at the EMDRC clubrooms at the Milpara Scout 
group hall, 13A McCubbin St Burwood. You can find it on Melways 
reference map 61-E7. Entry to the hall is via the driveway from McCubbin 
St. Look for the Green Letter Box, the drive is next to it. There is

I have just returned from a meeting with the CFA Region 13 Operations 
Manager in Lilydale. He has asked WICEN to provide operators for the 
Kangaroo Ground, Woori Yallock and Belgrave ICCs for both day and night 
shifts. These will be 12 hour shifts changing over at 7:00 am and pm. 
They would like two operators for each shift at Kangaroo Ground and 
Belgrave, and two day operators and one night operator at Woori Yallock.

As these are all outer metro ICCs, we are hoping that some operators not 
available for deployments of several days duration will make themselves 
available for individual shifts. Previous ICC experience is preferred, 
however when we have two operators on a shift there will be an 
opportunity for some on the job training.

Please contact me by email or on 0409 214 834 if you are available for 
deployment to one of these ICCs.

To assist operators new to ICCs pick up some of the DSE/CFA jargon we 
intend to compile a glossary of terms like Pig, Skidder, Slip-on etc. If 
you have picked up some of the jargon, please email me the term and its 
meaning for inclusion.

Alexandra continues to utilise the services of six WICEN operators 
spread between the ICC and the MECC.

The HF net is proving to be a good channel for those who have returned 
from deployment to brief those about to head off for the first time on 
the conditions they will encounter. It is still operating at 1000 and 
2130 daily.

VK3BAF nil to report from Alex. however deep concern for 
"Metropolitan" fires (Warburton) etc.

VK3ZR broadcast to the net a request from the secretary for further 
volunteers for the next 2 weeks.

VK3BTV sought  an outline of ICC  comms. operations. 

VK3KTS responded with a brief overview emphasising the need for 
conciseness and tolerance of stress.

MV suggested that understanding the local geography helped to 
expedite messages.

FKD checked his probable deployment, XMU advised that email 
will be sent 24/2/09.

UV advised that 3.6000MHz. had suffered some interference over 
the last few days. If noted in future please advise him and matter 
would be handled under WIA auspices.

Subject: WICEN Vic: Activation Update

As we start on our third week of activation, we are still providing 
operators for the Alexandra ICC. The number of operators there at one 
time has been increased to six in expectation of increased traffic 
associated with bad fire weather today and Friday.

The McAdams Hill deployment finished yesterday. Our last operator 
departed when the encampment was closed down, and has arrived home safely.

Many operators are now on, or have completed a second deployment, and it 
seems we will be required in Alexandra for some time yet. Please contact 
me by email with updates to your availability. Particularly if you have 
operated in an ICC before. Please think in terms of four or five day 
deployments if possible, as this improves the continuity of the ICC 
operations.

For those not aware, the ICC (Incident Control Centre) is where 
decisions regarding the actual fighting of the fires are made. The ICC 
operators are in contact with the firefighters on the fireground and 
relay information and instructions to and from the Incident Controllers. 
As such it can be a high pressure environment requiring operators who 
can communicate accurately and concisely despite a lot of distracting 
activity.

3.6 MHz continues to serve us well for coordination, both for ad-hoc 
traffic during the day, and for the 1000 and 2130 hours nets. Please 
keep monitoring 3.6 MHz when you can, and check into the nets so we know 
who is around.

- going to cause increase fire conditions

contact and relayed that he was on way to Alex, also wanted to know 
if Melba H/way was clear, the info was it was ok, but should aware 
of possible fallen trees being cleared!

DXD queried the use of Melba Hwy. Road is open however it may 
close intermittently because of falling trees. Delays should not be 
too long as road clearance is a priority

"Keep up the good work" seems to sum up the state of the WICEN fires 
activation today.

The McAdam's Hill operators continue to await traffic, but the Incident 
Controllers in Alexandra are adamant that they be there as a backup, and 
for third party traffic for the firefighters.

As the Alexandra MECC and ICC operation seems to have stabilised at five 
operators, I will start to schedule relief further ahead. We have 
received some very pleasing feedback about our operation in the ICC. 
Comments like "Very good communicators" and "The SitReps [written by 
WICEN operators] are the best in the state" are very pleasing.

Approximately 8 km SW of Woods Point there is a 1253m peak in the Great 
Divide called McAdam's Hill. This will be home to two WICEN operators 
for the next few days as they provide health and welfare communications 
for a team of DSE firefighters based there. The two operators checked 
into the HF net last night and reported that they are comfortable,

Three operators will travel to Alexandra today to take up shifts at the ICC and MECC. The HF net continues to operate on 3.6 MHz at 1000 and 2130. Last night's net had what I think a record number of check-ins. My count was 26, and there were probably many more stations listening only. Participating in the HF net not only allows you to catch up on the latest activation situation, but is also ideal for checking equipment you may be preparing to take if deployed. Reports can be had from stations all over the state on how your gear is performing. Today WICEN are deploying two operators to McAdam's Hill East of Lake 
Mountain to provide health and welfare comms for the firefighters at a 
Base Camp being set up there. Initially the primary operating frequency 
will be 3.6 MHz, so there may well be a need for stations monitoring 
that frequency to relay traffic.

Deployment of a portable 2m repeater to support the McAdam's Hill 
station is under consideration.

Operations at the Alexandra MECC and ICC continue, with another two 
operators due to be relieved tomorrow.

The HF net continues to operate at 1000 and 2130 daily, traffic between 
McAdam's Hill and Alexandra allowing. The NCS may have to suspend the 
net to allow traffic between McAdam's Hill and Alexandra to be passed.

There was a flurry of activity yesterday evening when WICEN received a 
request from DSE Resources to provide operators at Woori Yallock ICC. We 
were asked to cover the night shift last night and the next four nights. 
Being a Saturday night, it was difficult to contact operators with many 
being not at home, and others having their mobile phones diverted to 
voice mail. Two operators agreed to be deployed at short notice however. 
They travelled to Woori Yallock only to find that there had been an 
administrative foul-up and that they were not required. Those operators 
have returned home with my thanks and apologies.

I am waiting to hear from DSE Resources this morning as to whether they 
would like us to provide operators for the next four night shifts. 
Perhaps you could consider now whether you are available for such a 
deployment. No equipment would be required.

This false start at Woori Yallock does give us a 'heads up' that DSE and 
CFA resources may be beginning to stretch thin, and lead to more ICC 
deployments.

The two operators at Narbethong returned home safely yesterday. When I 
rang this morning, a well earned sleep-in was being enjoyed, so more 
news of that deployment to follow.

The news from Alexandra is 'Steady as she goes', with operators there 
settling into four day deployments now that the situation is more stable.

I have received a number of photos from one of the operators returned 
from Narbethong. I will try to get some of them online today. Other 
photos and recollections of operators' deployments are welcome.

The regular HF net continues on 3.6 MHz at 1000 and 2130 hours.

The WICEN station in Narbethong, reportedly very much appreciated by the 
residents who have remained there, will close this morning, and the 
operators will return to Melbourne.

WICEN continues to man CFA/DSE radios in the Aleaxandra ICC where they 
are working 8 hour shifts.

A WICEN operator will join a column to Flowerdale this morning to assist 
with the restoration of the local television transmitter.

The Alexandra MECC WICEN station will continue to operate after the 
closure of Narbethong. Their role includes guiding relief operators, 
into the town, maintaining an HF link to Melbourne, and a listening 
watch for the Flowerdale column.

Relief operators have been scheduled for the next few days.

The HF net continues to operate at 1000 and 2130 daily, and a roster of 
stations to monitor 3.6 MHz at other times has begun. At present the 
roster is VK3FKD 0800 to 1200 each day, VK3YG 1200 to 1800 each day. 
VK3UV will fill in when required. It has been very handy to have other 
amateurs monitoring 3.6 MHz when they can to relay when fading occurs. 
Many thanks to those operators who have relayed traffic so far.

Salient Points arising:-
VK3 JM departing this day, however Kinglake fire now downgraded 
to minimum level. Public meeting at Marysville 1100 this day. Fire 
has spread into pine plantations and crews are monitoring the fire

Many thanks to stations who continue to log in as an alternative 
path or a relay may always be needed in HF operation. The spread 
of stations should ensure that Wicen can always get a message

WICEN currently has seven operators deployed; three at the Alexandra ICC 
operating CFA/DSE radios, two at the Alexandra MECC operating amateur 
service links to Narbethong, and two operating those links in Narbethong.

Two operators in Alexandra will be relieved and return home today, and 
another two tomorrow.

Telstra have provided two phones on the exterior of the exchange at 
Narbethong. However this is about two kilometres from where those 
residents still in Narbethong are congregated, whereas the WICEN station 
is much closer. An assessment will be made today of the necessity of 
maintaining the radio links.

Operators in the Alexandra ICC have reported increased radio traffic 
overnight and emphasised the need for concise, prompt and accurate 
handling of the traffic despite the sometimes tense environment.

WICEN visited the Mt St Leonard radio site to restore power to the 
VK3RMU repeater which had flattened its batteries after the loss of 
mains power. The VK3RTN 6m repeater has had temporary repairs made to 
allow it to be utilised as one of the links between Alexandra and 
Narbethong.

WICEN currently have a good list of available operators not yet deployed 
or on standby who can be deployed to other operating locations as the 
need arises.

The WICEN HF net continues to operate on 3.6 MHz at 1000 and 2130 hours 
daily. As well as keeping a check on the welfare of operators in the 
field, the net is being used to pass updated activation information, and 
also for amateurs in remote areas of the state to check their 
communications. It is reassuring to hear stations from all over the 
state and interstate on the net, demonstrating that we can if necessary 
establish communications independent of hilltop infrastructure.

Stations heard were as follows:-
VK3KIC port, VK3JM, VK3DXD port  all at Alexandra, VK3XD, 
VK3HFT both at Narbethong, VK3KMM, VK3KMG, VK3UV, 
VK3JJB, VK3XTB, VK3MV, VK3BTR, VK3AHT, VK3KTS, VK3YG, 
VK3FKD, VK3GPT, VK3XRW c/i, VK3JQ.

Salient matters arising were:-

VK3XD advised that many modes were tried on arrival at 
Narbethong and that 6m. was now working. HF rig had some 
distortion problems. VK3XMU will attempt to get another rig to 
them.

VK3KMM queried need for generators and batteries at Alexandra, 
all OK at present.  Another 6m. transceiver is needed at Alexandra, 
VK3XMU advised and arranging despatch. 
VK3UV advised that Wicen caravan was last at Red Cross HQ 
Villiers St. Noth Melb. VK3XMU and others to locate the van. He 
also advised that Hamfest scheduled for the coming weekend has 
been postponed to 1/3/09

VK3BAF thanked all for their assistance so far and warned 
that there is still much to be done.

The next HF net will be held on 3.600MHz. at 1000hrs  Friday 
13/2/09.

Subject: WICEN Vic: HF Net 1000 12/2/09

The following stations were heard. 

VK3JM@MERC Alexandria, VK3NBV, VK3KMG, VK3KTS, 
VK3XMU, VK3DPW, VK3MV port. NSW, VK3YEA,  VK3YG, 
VK3GPR Omeo.

Salient points from the net were,
VK3JM read  the bulletin issued at 2030 11/2/09 and 
advised that Wicen is operating on a 3 shift basis at the ICC with 
VK3KIC (night), VK3HFI (day/night) and VK3GT (day). He is also 
monitoring UHF C.B.  and issuing bulletins on this mode.
VK3YEA queried the need for batteries or generators at 
Alexandria, but all OK at present.

Next Net will be held at 2130, 12/2/09.

The following stations joined the net VK3YG, VK3DPW, VK3FKD, 
VK3KMG, VK3BTV, VK3UV (c/i.), VK3XMU, VK3XD, VK3FDAS, 
VK3MV port.@ Gundagai, VK3GPT, VK3KTS, VK3YME port. 2, 
VK3AHT, VK3KIC, VK3JJB, VK7BV, VK3VTR, VK3KDA, VK4KAD.

Salient points from the net are as follows.
The Wicen portable repeater on 147.3 MHz. does not have 
tone access fitted and is currently at the location of VK3XD. 
VK3DPW having returned from the field advised that it was likely 
that there would be increasing demands for Wicen services. 
VK3AHT advised that Beechworth was returning to normality but 
that a threat remained. The local 70cm. repeater was out of action.

VK7BV and VK4KAD expressed their support for Wicen 
Vic. and the operators.

Subject: WICEN Vic: Activation Update

Overnight WICEN has been given the task of establishing a link between 
Narbethong and the Municipal Emergency Coordination Centre in Alexandra.

The two WICEN operators that were on standby for deployment to Buxton 
have been despatched to Alexandra to join a column that will be moving 
down the Maroondah Hwy to Narbethong this afternoon.

An extra WICEN operator is being deployed to the Alexandra MECC to 
assist the operator already there with expected extra traffic from 
Narbethong.

Initially the Narbethong-Alexandra link will be on HF.

It is intended that VK3RTN, the 6m repeater on Mt Gordon will have 
temporary repairs made today to support the operators in Narbethong 
until a replacement repeater is obtained and installed.

Three WICEN operators are now working 8 hour shifts at the Alexandra ICC 
operating CFA/DSE radios. We will be providing operators for this task 
until further notice.

The first team of operators deployed to Alexandra returned home safely 
yesterday after being relieved. They had to travel North from Alexandra 
via Yarck to Euroa as the Goulburn Valley Hwy to Yea was closed for some 
hours.

The Kinglake WICEN station has now closed and the operators have 
returned home.

The Mt Gordon comms site was visited by WICEN personnel yesterday, and a 
temporary repeater was set up in preparation for deploying operators to 
Marysville and the towns along the Maroondah Hwy.

WICEN operators at the MECC in Alexandra have been relieved, and will be 
returning home today.

WICEN have been asked to provide operators for the ICC in Alexandra 
until further notice

WICEN have assisted Silvercomm restore local council radio services in 
the Kinglake area.

Operators are still on standby to deploy to Buxton.

The WICEN HF net will operate on 3.6 MHz at 1000 and 2130 hours daily

Further tasks for WICEN are expected as access to more burnt out towns is 
restored.

beginning with the normal HF net this evening.

The Wireless Institute Civil Emergency Network (WICEN) in Victoria is
providing communications links in a number of affected bushfire areas.

These include shire offices at Kinglake and Alexandra and WICEN operators
were escorted by police and Country Fire Authority through still hazardous
areas to each their postings.

Roads continue to remain closed and fires are still burning. The CFA is
maintaining safety for all involved in the disaster response and recovery
effort.

On occasion they have had to pull out those engaged in vital work because an
area has simply become too dangerous.

At least two amateur voice repeaters have been under threat by fires but
replacement equipment and installers are on standby if needed.

A WICEN portable repeater is also in the field and operating.

This as the death toll in the worst Australian natural disaster since
European federation is expected to reach 200.

WICEN (Vic) Secretary Mark Dods has asked for other radio amateurs to
indicate their availability to assist with the communications effort.

Subject: WICEN Vic: Activation update.

G'Day All, I would confirm that we are now active and manning Shire offices
at Kinglake and Alexandra on a 24hr basis till further notice. Within the 
next few days we will in probability do the same from Buxton to Alexandra.

At present ops. have been deployed to kinglake and Alexandra. Access to 
Kinglake at present is difficult and ops will be escorted in via 
Whittlesea Alexandra access will be updated as we get the latest traffic 
updates.

Because the duration of operation is unknown quantity we need to put as many 
ops as we can muster on a roster. If you are available please register with 
Mark on 0409 214 834 or myself on 0423 265 668.

For those that have already signed on I thank you, but do give us a call if 
you can avail yourself.

I have just been advised that the Wicen repeater is active on 147.300Mhz and 
John Weir and myself will be listening this freq.

Four WICEN Operators have been deployed, two to Kinglake and two to 
Alexandra to provide a link for the use of the Murrindindi Council. 
Those going to Alexandra are having to travel via Seymour and Yea due to 
the closure of the Maroondah and Melba Highways. Those travelling to 
Kinglake will have to be escorted in by vehicles from the CFA staging 
are at Whittlesea.

There also a possible requirement for a similar link between Buxton and 
Alexandria.

Now that the initial deployments have been arranged, IF AVAILABLE, WICEN 
Operators should continue to register their availability, preferably by 
email (madods@optusnet.com.au), or failing that by phone to 0409 214 834 
(Mark Dods) or 0423 265 668 (John Kerr).

WICEN has been activated assist with the bushfire response.

HF and UHF communications are required at Alexandra & Kinglake from 
tomorrow 09-02-2009.

Please contact 9849 0501 IF YOU ARE AVAILABLE for deployment to 
Alexandra or Kinglake tomorrow.

Kinglake is without mains power, so operators deployed there will 
require appropriate batteries.
