Im sorry that it was delayed - bad timing and weather - I think
we have a much better solution now.
The landscape in the Emergency Service arena is changing
rapidly.
With regards to recent severe weather events - the frequency
& severity of them seem to be increasing.
Population growth is stretching facilities, budget restraints
reducing services, infrastructure failures & the threat of
cyber attacks.
WICEN Vic. needs to make some decisions.
Are we an auxiliary service for rallies & fun runs or a
professional group prepared to fulfill our tasking in EMV
(Emergency Management Victoria), or both?

EMV listing precis:

- Participate and support
local government in organising and conducting exercises
identifying diferent communication strategies.
- Provide appropriately trained radio operators to support
agencies upon request.
- Provide limited capability communications or supplementary
facilities for and between response and/or recovery agencies,
specifically
provision of alternate systems when existing systems are
not functional or do not exist.
- Provide limited capability communications between response,
relief or recovery agencies and the community where
conventional
functional.
- Work with other agencies to provide alternate, limited

We have a legal role to fill and we need to get organised and
prepare for future requirements.
Now is the time that we need to stand up a professional face to
the other services.

At last years EMV tabletop exercise on Extreme Heatwave at the
City of Cassey MEMPC, the Optus outage had just happened.
Lack of communications became a major factor in the planning of
scenarios.
In my opinion, its fair to say that complacency has set in,
along with blind trust in modern infrastructure. The thinking is
changing though.
There is a widening void that needs to be filled.
We are in the Box Seat so to say - They wont look for help from
CB or AR clubs - it would be a very brave or desperate Incident
Controller that involves untrained, unknown people.
If they know about us, they will look to us IF they trust us.
The recent Microsoft situation has pushed things along further.
In discussions with the various services, I ask them to consider
their contingency plans. What is the bare minimum that would
help them carry on in various circumstances. I say that
we may already be able to fulfill the need, or can investigate
ways to achieve their ends. We just need to have the
conversation!
Lets push the ball forward.
This is an invitation to WICEN Vic members to attend a 'Think
Tank' training & practical day on 6 October.
The goal for the day is to flesh out ideas & difficulties
and make decisions about the future thrust of WICEN Vic.
Here is the chance for all members to help set the agenda.

To discuss a training regime that can be mostly completed
online. Yes, some areas cant be online, but I can say, there
wont be a paper message pad to be found anywhere!
To review the current, and set a new syllabus of training
modules and accreditation.
To dissect an online training module on Advanced Winlink.
To explore Trak, Pactor, Aredn, EmconWin, APRS with practical
stations and demonstrations.
To explore alternative technologies that can add to our
expertise and value. CB, Starlink, others?
To explore the WICEN Equipment Trailer.
To explore interference and good installation practices.
To collate areas to canvas for new members (CB Clubs, 4WD clubs,
AR Clubs, SES, CFA etc. organisations.

The event will be at the Dromana Drive-In, Sunday 6 October
2024. Start: 10:00 hours.
Camping overnight Saturday 5th - Dinner, Breakfast & Lunch
provided (and a movie or 2).
This will be only available to WICEN Vic. members. A private
think tank so to speak.
