Yes, this has been happening for a couple of weeks now, with very poor local
signals. 

A look at the IPS prediction charts for the Melbourne regional area (here
http://www.sws.bom.gov.au/Products_and_Services/5/4/2 ) shows why. 

For times after about 0800 UT (2000 local), the forecast frequency required
for NVIS propagation drops below 2 MHz, shown by the red area around
Melbourne on the maps.  Hence - no NVIS reflection on 80m, and very poor
local signals.  However for signals from northern NSW and southern Qld, 80m
(yellow, 4 MHz) will provide good propagation. 

So at the moment we cannot rely on either of the normal WICEN stalwarts -
40m NVIS during the day, and 80m NVIS at night.

Hopefully old Sol will do his thing as we move away from the winter
solstice.

The net opened at 20:30 hours, on 3.6 Mhz.
Tonights Net was poorly attended, with 6 stations (2 from VK4, and 1 VK3 
in Hobart).

VK3BAF John - 5/9+
VK3XDM/7 David - 2/4  Poor reception, QSB.
VK4SWR Joe, Townsville - 5/9+  Full 80 Mtr loop antenna.
Vk3YG Peter  5/9+
VK4GRB Gary - 5/9+ Fairyland, near Chinchilla, 5 hours drive NW of Brisbane.
Vk3KC 5/9+ checkin only.

Peter 3YG assisted with receiving Davids signal, otherwise no traffic of 
note.
Details of coming events read out - August 6th, Rainbow Desert Enduro, 
and September 17, Stockmans Rally, Big River area.

I noted that Ian 3IFM and myself are attending EMLO training tomorrow 
thanks to the SES. (Emergency Management Liaison Officer).

The Net closed at 20:55.
